Define flexible influence factors

In tender processes there are always some elements
that are obligatory and some that can be set aside or that can be reduced e.g. to realize an even lesser price.

This must also be shown in the Balanced Request Model to identify the parts of the rfp that are open for discussion.

 

In the chart a flexible influence factor is connected with a double-headed arrow. Especially if you have included one high prioritized influence factor in your Balanced Request Model we recommend at least one flexible factor to balance the whole model. This flexibility has to be defined at the beginning of the process to ensure equal conditions for all bidders.

Example
You plan to place emphasis on the factor finance to achieve the defined goal of a 20% cost reduction. To balance the whole model you should show at least one flexible factor. Since the influence factor strategy is already reduced to a minimum and the factor legal is not planned to be changed, the factor content should be taken into consideration.
It consists of a number of services that can be modified to a certain extend. What single service items and in which way they can be modified is described in the rfp documents at a later stage.
